Reporting information for the 2020 calendar year in 2021
Producers are required to provide the Swedish EPA with information on the results of the collection, reuse, recycling and material usage for the 2020 calendar year. When reporting takes place retroactively, the last report is to be submitted to the Swedish EPA by 31 March 2021.
If producers are affiliated with a materials company, the report can be submitted through the materials company. If you are not affiliated with a materials company, you are to submit the report yourself to the Swedish EPA as an individual producer. Below is a description of two different ways to report information.
Reporting through a materials company for the 2020 calendar year
If producers are affiliated with a materials company, the materials company may report on behalf of the producer. The information on packaging and packaging waste that is to be provided for the 2020 calendar year is described below.

Who provides information to the Swedish EPA in practice?
For the 2020 data year, the information will be collected in the same way as in the past: through the information provided by material companies in a questionnaire on quantities of packaging placed on the market and how it is disposed of as waste. However, it is important to consider the new procedures that apply under the 2020 Packaging Directive (see below).
New procedures beginning with the 2020 data year
- Composite and other packaging consisting of more than one material is calculated and reported by material contained in the package. Exceptions to this may be made only if a certain material forms an insignificant part of the packaging unit, and no more than 5% of the total mass of the packaging under any circumstances.
- Information is to be provided on the amount of reusable packaging placed on the market.
- For packaging placed on the market, the specific amount of consumer packaging is to be specified.

Who is required to provide information to the Swedish EPA?
The producer is responsible for providing information to the Swedish EPA on the results of the collection, reuse, recycling and material usage. This is regulated in 31 § 1 of the ordinance (2006:1273) on producer responsibility for packaging. This means producers are responsible for both information on waste collected in collection systems and that collected from activities.

New procedures beginning with the 2020 data year
- The point at which material recycling is to be measured in the material recycling process has been adjusted to be closer to actual recycling.
- Waste from composite packaging and packaging consisting of more than one material is to be reported by material type.
- Information on reusable packaging that rotates in reuse systems is to be provided by those operating reuse systems.
Reporting as an individual producer for the 2020 calendar year
The Swedish EPA will soon provide a form on which producers can fill in this information.
Reporting information for the 2021 calendar year in 2022
Information regarding the 2021 calendar year will be reported by producers via the Swedish EPA’s e-service for Extended Producer Responsibility (EUPA). Information regarding 2021 will be provided in 2022.
Environmental sanction fee
Beginning in 2021, producers who are late in providing the Swedish Environmental Protection Agency with prescribed information regarding the previous calendar year may be ordered to pay an environmental sanction fee of SEK 10,000.
